Microsoft just released a utility for Windows Mobile. Windows Mobile Network Analyzer PowerToy allows you to test network (ipconfig, ping) on a Windows Mobile device. For more complicated tests you can define your tests from a XML file. Noted as Microsoft states that this utility is not part of Windows Mobile and Microsoft does not provide support.
